DRNA Secretary Waldemar Quiles defends agency management and Cabo Rojo project

Waldemar Quiles, Secretary of the Department of Natural and Environmental Resources (DRNA), has addressed criticisms regarding coastal erosion management and the viability of the Esencia luxury development in Cabo Rojo.

Responding to a Comptroller's Office report on coastal erosion mismanagement, Quiles noted that the audit covers a period from July 2021 to June 2025, whereas his administration only assumed office in January 2025. He stated that his team is implementing new controls, such as a comprehensive inventory of abandoned coastal structures and a digital dashboard to prioritize restoration projects.

Regarding the Esencia tourism and residential project, Quiles defended its legality, asserting that the site is not protected rustic land. He argued the area has already been impacted by existing infrastructure, including roads and utility poles. Quiles maintained that the project complies with current land-use plans and that water needs will be met through exploratory wells or private desalination plants.
