Drones transform warfare in Ukraine as Japan adopts SHIELD defense concept
The role of drones in warfare has shifted dramatically four and a half years into the Russian invasion of Ukraine. Drones now constitute approximately 90 percent of Russian air attacks, up from 40 percent in 2022. Ukraine is significantly scaling its own production, with projections suggesting an increase from 1,200 units annually at the start of the conflict to 7 million units by 2026.
Recent drone strikes have targeted critical infrastructure, including a major Russian refinery and warehouses belonging to the e-commerce giant Wildberries. President Zelenskyy stated that these warehouses are targeted because they supply components for drone manufacturing.
In response to these evolving battlefield dynamics, Japan is revising its defense strategy. The Japanese government has introduced the ‘SHIELD’ concept, which utilizes aerial, surface, and underwater drones to intercept enemy vessels and unmanned systems. The government has allocated approximately 100 billion yen for this initiative in the 2026 fiscal year.
