Düsseldorf proposes begging ban near outdoor dining areas
Düsseldorf city officials are proposing a new street and green space regulation that includes a ban on begging within a five-meter radius of outdoor dining establishments. The draft ordinance, which aims to take effect in January 2027, would prohibit both active and passive begging, including sitting silently with a sign or cup.
This move follows similar measures implemented in other North Rhine-Westphalia cities such as Dortmund, Aachen, and Essen. In Dortmund, authorities have already begun enforcing such zones, reporting a more relaxed atmosphere for businesses, though enforcement has included warnings and fines for violations like ‘silent begging.’
The proposal has met with opposition from social workers and activists, who argue that such bans do not solve the underlying issues of poverty and addiction but merely displace them. The final decision rests with the Düsseldorf City Council, with a vote expected in November, depending on whether political parties can reach a compromise.
