Dubai expands digital economy through fintech and strategic tourism shifts
Dubai is advancing its position as a global digital and economic hub through strategic shifts in technology, tourism, and financial infrastructure. The emirate is actively attracting entrepreneurs and investors by fostering an innovation ecosystem focused on artificial intelligence, fintech, cloud computing, and cybersecurity. Specialized hubs like Dubai Internet City and the Dubai International Financial Centre (DIFC) support this growth, offering frameworks such as 100% foreign ownership.
In the financial sector, Dubai has reached a major milestone in its transition to a cashless economy. As of October 2026, the cashless transactions index reached 90.1%, exceeding previous targets. The Dubai Cashless Strategy has contributed over AED 8 billion to the economy, while the government sector's Digital Enablement Index reached 100%.
Simultaneously, the city is evolving its tourism model. Rather than focusing solely on visitor volume, the Dubai Corporation for Tourism and Commerce Marketing is prioritizing “quality rather than quantity.” The new strategy aims to attract high-net-worth individuals and long-term investors who may eventually become residents, shifting focus from traditional mass-market advertising toward direct engagement with international business communities.
