Dubrovnik councilor proposes stricter public procurement controls

Viktorija Knežević, a city councilor from the Centar party, has proposed amendments to strengthen the control of public funds in Dubrovnik. The proposal comes following data from the Ministry of Economy showing that simple procurement in Croatia exceeded 1.85 billion euros (excluding VAT) in 2025.

Knežević’s proposed changes aim to increase transparency and competition. Currently, jobs valued up to 15,000 euros can be awarded based on a single pre-obtained offer. She suggests that for contracts starting from 7,000 euros, at least three bidders should be invited through an electronic system to ensure a traceable process.

Additionally, the proposal seeks to improve post-award oversight. This includes requiring contract supplements to be published before signing and implementing a dual-verification system for contracts over 15,000 euros, where one person verifies the completed work and another verifies the invoice for payment.
