Dubrovnik councilor proposes third option for urban planning
Dubrovnik city councilor Viktorija Knežević of the Centar party has proposed a third option regarding the city's General Urban Plan (GUP). She argues that the city should not be forced to choose between maintaining a flawed existing plan or adopting proposed amendments that fail to address expert and citizen concerns.
Knežević suggests that the current GUP could be invalidated through a special legal procedure, allowing for the rapid development of a new, high-quality plan. She noted that similar actions have been taken in other Croatian locations, such as Kutjevo, Lipik, and Pula. While she acknowledged that a temporary suspension of the plan might delay some private and municipal projects, she warned that adopting a flawed plan to fix it later could lead to irreversible legal and spatial consequences.
