Dubrovnik Faces Potential Free Transit Corridor from A1 Highway Expansion

Former Dubrovnik mayor Andro Vlahušić warned that the ongoing extension of the A1 motorway toward the city’s southern edge could turn Dubrovnik into a free transit corridor for international traffic. He criticized proposals in the new General Urban Plan and Spatial Planning documents, which envision a two‑lane highway segment from Osojnik to Čilipi that would bypass the historic centre. Vlahušić warned that, without a parallel coastal route in Bosnia and Herzegovina, up to 2.6 million vehicles could pass through Dubrovnik annually, with peaks of 18 000 cars per day in summer, putting pressure on the city, Župa and Konavle. He urged planners to consider alternatives that protect the city’s heritage and local traffic flow.
