Duncan Ojwang Oburu approved as new IPOA chair
The Kenyan National Assembly has approved the appointment of Dr. Duncan Ojwang Oburu as the new chairperson of the Independent Policing Oversight Authority (IPOA). Ojwang was nominated by President William Ruto to lead the agency responsible for civilian oversight of the National Police Service.
Ojwang succeeds Justice Ahmed Issack Hassan, who stepped down following an appointment to the Court of Appeal. During his vetting by the Departmental Committee on Administration and Internal Security, Ojwang emphasized his commitment to maintaining the authority’s independence. He stated that IPOA must remain a check on police power, distinguishing between necessary cooperation with law enforcement and subordination to police commanders.
Ojwang brings a background in law and human rights, having previously served as the Dean of the School of Law at Africa Nazarene University. His expertise includes constitutional law and governance, and he has been involved in peacebuilding initiatives such as the National Dialogue Committee (NADCO) process.
