Dunoon mob attack triggers investigation into emergency call handling

An investigation is underway following a mob attack in Dunoon, South Africa, where four men were found dead and burnt in an open field near the N7 off-ramp on Sunday, 23 August. The victims were so severely burned that they could not be immediately identified, and investigators found evidence that tyres may have been used to set them alight.

The incident has triggered scrutiny of the 10111 emergency policing system. Ian Cameron, chairperson of Parliament’s Portfolio Committee on Police, reported that a witness—a parent traveling with children—attempted to report the attack while it was occurring. The witness reportedly provided GPS information and landmarks, but the operator allegedly insisted on an exact address before the call was terminated.

Senior police management has reviewed the call recording and deemed the handling of the situation “unacceptable,” leading to an internal disciplinary investigation into the operator. Cameron noted that the issue reflects broader systemic challenges, including aging infrastructure, staffing pressures, and a previously recorded 26.44% rate of dropped or abandoned calls within the emergency service.
