Durango Congress proposes disability rights reforms for visual impairment

The Justice Commission of the Durango State Congress has introduced a reform initiative to the State Civil Code aimed at protecting the rights of people with visual disabilities. The proposal seeks to ensure that individuals can exercise their autonomy and will when creating a will.

Deputy Otniel García Navarro stated that the reform aims to modify Article 1402 of the Civil Code to eliminate current barriers. Under existing regulations, creating a will in Braille is conditional upon the technical availability at a notary office. The new proposal would mandate that if a testator requests a Braille version, it must be guaranteed, ensuring legal certainty and independence for those with visual impairments.
