Durham Police issue safety alert for high-risk offender release
The Durham Regional Police Service has issued a community safety alert regarding the release of 48-year-old Keith Theodore Constantin. Constantin, who has a history of serious criminal convictions including sexual assault with a weapon, robbery, and possession of explosives, is expected to be released into the community on Sunday, October 11, 2026.
Authorities state that Constantin poses a significant risk to the community, particularly to children. He will be subject to strict conditions, including 24-hour electronic GPS monitoring, a curfew from 7:00 p.m. to 7:00 a.m., and mandatory weekly reporting to the police. His release conditions also prohibit contact with anyone under the age of 16, the use of the internet, and the possession of weapons, drugs, or alcohol.
In response to the release, Elizabeth Roy, chair of Durham’s Health and Social Services Committee, has proposed a comprehensive review of the services provided by organizations that house high-risk offenders. Local officials have also discussed the potential relocation of Cornerstone, an organization that assists individuals released from prison, to ensure community safety and adequate facility management.
