Dutch Cabinet proposes restructuring of mental healthcare

The Dutch government has introduced a new strategic plan for mental healthcare (GGZ) aimed at restructuring how services are organized and delivered. According to the ‘Toekomstbrief mentale gezondheid en ggz’ sent to the House of Representatives, the cabinet intends to prioritize scarce specialist capacity for individuals with severe and complex psychological issues.

A central component of the plan is to divert individuals with milder psychological complaints away from specialized clinical care and toward the social domain. This includes support through schools, workplaces, community networks, and municipal services such as neighborhood teams and debt counseling. The cabinet emphasizes that individual treatment should no longer be the default response for every mental health inquiry, suggesting group treatments as a preferred alternative.

To facilitate this shift, the government is exploring the creation of Mental Health Networks where GPs, the social domain, and GGZ providers collaborate to assess needs. While this places increased responsibility on municipalities and welfare workers, the cabinet noted that additional funding for these local authorities has not yet been allocated. Additionally, the Trimbos Institute is developing new tools, including a ‘Network Approach for Mentally Healthy Municipalities,’ to help local governments assess the impact of their policies on mental health.
