Dutch freelancers oppose proposed Zelfstandigenwet legislation
A majority of Dutch self-employed professionals (zzp'ers) oppose the proposed Zelfstandigenwet, according to a Knab poll of 1,068 respondents. The survey found that 53 percent of participants would vote against the bill, while 19 percent support it and 28 percent remain undecided.
The primary concern is the introduction of a ‘safe harbor’ (veilige haven) route, which aims to provide legal certainty regarding employment relationships. To qualify, contractors must meet seven specific criteria, including having at least three clients in the current and previous calendar year.
Respondents fear that instead of being a voluntary option, this route will become a mandatory requirement for clients. Experts warn that companies may refuse to hire anyone who does not meet every single criterion to avoid legal risks. This could significantly impact sectors reliant on flexible labor, such as ICT and media, where specialists often work with a limited number of clients.
