Dutch horticulture and breweries protest proposed tax increases

The Dutch ornamental horticulture sector and small breweries are protesting proposed tax increases outlined in the 2027 Tax Plan. The government intends to raise the Value Added Tax (VAT) on flowers, plants, trees, and bulbs from 9 percent to 21 percent.

Research by Decisio suggests this VAT hike could lead to a revenue decline of between 546 and 627 million euros within the direct horticulture chain, with a total impact of up to 830 million euros when including transport and packaging. The sector warns of potential job losses of up to 2,820 FTEs and a weakened international competitive position.

Simultaneously, small breweries are facing the abolition of the 'small brewer rate,' an excise duty discount. Brewers argue that removing this support will push them out of the market and increase consumer prices, noting that neighboring countries like Germany and Belgium continue to offer significant excise discounts to small producers.
