Dutch housing developments: Rijswijk project approved and Katwijk local priority plan
In the Netherlands, recent developments highlight efforts to manage housing supply and local access. In Rijswijk, the Council of State has cleared the way for the construction of up to 199 homes in the Havenkwartier district at Burgemeester Elsenlaan 325, dismissing objections raised by two nearby companies regarding the De Havenmeester zoning plan.
Meanwhile, the municipal executive in Katwijk has proposed a plan to prioritize local residents for affordable new-build homes. Under this proposal, half of all new purchase homes priced up to €400,000 would be reserved for people with social ties to Katwijk, Rijnsburg, or Valkenburg. Eligibility requires having lived in the municipality for at least six years within the last decade, or providing/receiving intensive informal care. The municipality aims to address housing market pressure, with 1,500 to 2,000 new homes expected to be built in the coming years.
