Dutch internet sector updates behavioral codes to combat online abuse

The Dutch internet sector has introduced updated versions of two behavioral codes designed to combat online abuse and ensure compliance with the European Digital Services Act (DSA). These updates focus on the ‘Notice-and-Take-Down’ code and the ‘Abuse Combatting’ code.

The revised Notice-and-Take-Down code, originally introduced in 2008, has been rewritten to align with new legislation and technical advancements. It outlines how providers must handle reports regarding illegal or unlawful content. The updated Abuse Combatting code provides broader guidance on preventing the misuse of infrastructure, such as malware or DDoS attacks.

Key improvements include clarified timelines, requiring that receipt confirmation, assessment, and removal occur within one working day. The initiative is managed by Clean Networks—an independent initiative supported by the Dutch Ministry of Justice and Security, the European Union, and various industry funds—and involves organizations such as DINL, the Dutch Cloud Community, NBIP, and the Association of Registrars (VvR).
