Dutch municipalities and business zones pursue local investment schemes

Local authorities and business associations in the Netherlands are pursuing Business Investment Zone (BIZ) initiatives to fund regional improvements.

In Hoorn, the municipal executive is collaborating with the Stichting Binnenstadsmanagement Hoorn (SAT) to establish a BIZ for city center property owners. The scheme aims to collect approximately 100,000 euros annually, with roughly 97,000 euros allocated to a dedicated foundation for city center activities. The municipal council is expected to decide on the necessary ordinance on October 20, 2026. If approved, the regulation must undergo a formal vote by property owners to ensure sufficient support.

In Voorschoten, the BIZ Vereniging Dobbewijk is calling for greater involvement and transparency regarding the redevelopment plans for the Nipponterrein. The association expressed concerns over shifting development proposals and requested that previous traffic and safety studies be integrated into new plans to ensure the area remains future-proof and secure.
