Dutch municipalities Delft and Dalfsen approve multi-year financial plans

The Delft municipal council voted on 2 July 2026 to adopt the 2025 annual accounts, which showed a surplus of more than €5.4 million, and the 2027 framework note. The vote on the accounts was 33‑2 in favour, with the Forum for Democracy and PVV opposing. An amendment proposing that the surplus be used for local facilities such as play areas and community centres was rejected (10‑25). The framework note, presented as largely policy‑free, sparked debate over housing costs, safety, investment priorities and the city’s financial flexibility.

In Dalfsen, the council approved the Perspectiefnota 2027‑2030, setting out policy and financial assumptions for the next years. The document covers housing, livability, care, sustainability, energy and fiscal outlook. It was adopted by a vote of 22‑1, with only the Organisatie Dalfsen faction dissenting. Ten motions were submitted; two were passed – a “doorstroomoffensief” to help residents move to more suitable homes and a motion on new EHBO training facilities. The remaining motions on crisis resilience, collective heating, and other initiatives did not achieve a majority.
