Dutch municipalities implement measures to manage electricity grid congestion

Municipalities in the Netherlands, including Breda and Tubbergen, are implementing measures to manage electricity grid congestion to prevent delays in essential construction projects.

In Breda, a temporary regulation allows developers of housing and educational projects planned for completion within the next ten years to apply for power connections earlier in the development process. This initiative aims to better prepare for limited grid capacity. While the municipality determines the priority order of applications based on specific policy rules, the grid operator, Enexis, determines the actual available capacity.

Similarly, the municipality of Tubbergen has opened a registration period for housing and educational projects to address grid constraints. Following national rules set by the Authority for Consumers and Markets (ACM), certain functions such as basic needs, safety, and projects that reduce congestion are prioritized. Tubbergen will assess projects based on construction start dates and preparation progress to establish an urgent registration order for the grid operator.
