Dutch municipalities implement new financial support measures
The municipalities of Harlingen and Velsen are introducing new initiatives to assist residents with low incomes and debt management.
In Harlingen, the municipal council has established the Debt Relief Policy Plan 2026-2030. The initiative focuses on early intervention to prevent small payment issues from escalating into significant debt. Through a pilot program titled ‘Improved approach to solving debt problems,’ the municipality is working to make support more accessible via the Gebiedsteam, which coordinates between early detection services and debt relief organizations.
Velsen has announced a simplification of its social support systems effective January 1, 2027. The municipality will consolidate six existing minimum income schemes into a single ‘Meedoenregeling’ (Participation Scheme). This new regulation will provide residents with an annual amount ranging from €75 to €500, depending on age, to be used for social participation such as school supplies, sports, or cultural activities. Additionally, Velsen is raising the income threshold for eligibility from 110% to 120% of the social minimum, expanding the number of households qualified for assistance.
