DVLA CEO rejects GH¢4m bribe to halt number plate reforms

Julius Neequaye Kotey, the Chief Executive Officer of Ghana’s Driver and Vehicle Licensing Authority (DVLA), has revealed that he rejected a GH¢4 million bribery attempt intended to halt vehicle number plate reforms.

Kotey stated that individuals linked to a cartel attempted to bribe him to abandon the introduction of modern, scannable number plates. These new plates are designed to provide authorities with instant, real-time access to vehicle information. The CEO reported that the bribe was delivered in a bag of cash to his office.

In addition to the bribery attempt, Kotey reported receiving threats from those opposed to the reforms. He noted that police security was eventually assigned to him following these threats. Evidence regarding both the alleged bribery and the threats has been submitted to the Office of the Special Prosecutor for investigation.
