Polish government caps doctors' salaries at 76,800 zł per month

The Polish cabinet is preparing a package of health‑system reforms that will limit earnings for doctors employed in public facilities. The proposed ceiling is 16 times the minimum wage – up to 76,800 zł gross per month, or about 250 zł per hour, and applies only to work equivalent to two full‑time positions. The plan also bans the practice of paying doctors a percentage of the value of procedures, restricts total working time to two full‑time equivalents, and requires full transparency of public‑sector contracts.

A new law will permit the Agency for Medical Technology Assessment and Tariffing (AOTMiT) to collect salary data linked to individuals’ PESEL numbers, ending the current anonymised reporting. The first data collection under the expanded rules is scheduled for September. Additional elements of the reform package include an electronic queue system, revised financing for selected services, and stronger oversight of public health spending. The government aims to improve wage transparency, curb excessive earnings, and enhance patient safety. Legislation is expected to reach the Sejm in September, with implementation slated for the following year.
