Early childhood policy meeting held in Brazil
The III National Early Childhood Meeting (III ENAPI) is being held in Goiânia, Brazil, focusing on the integration of Portuguese-speaking countries in developing public policies for children up to six years of age. The event is organized by the Instituto Rui Barbosa (IRB) in partnership with several Brazilian audit institutions.
Representing the Court of Auditors of Angola, Counselor Manuel da Cruz Neto advocated for oversight of early childhood policies to move beyond mere expenditure verification toward evaluating real impact on children's lives. He emphasized the necessity of using data and evidence to ensure policies address territorial asymmetries and infrastructure limitations, noting that the inflexible nature of early development makes timely intervention critical.
Additionally, Ricardino Costa Alegre, President of the Court of Auditors of São Tomé and Príncipe, participated in the meeting. The event aims to strengthen public management by framing early childhood resources as a societal investment rather than a simple public expense.
