eBay shifts seller fees to buyers for private users in EEA

As of September 1, 2026, eBay has implemented a significant change to its fee structure for private sellers residing within the European Economic Area (EEA), including Italy and France. Private sellers can now sell items without paying final value fees or regulatory adjustment fees, provided they do not exceed 150 listings per month.

However, the cost of transactions is being shifted to the buyers through a mandatory “Purchase Protection” fee. This new fee, which is added to the price of items purchased from certain private sellers, consists of a fixed amount plus a percentage of the item's value ranging from 2% to 7%, depending on the price. This model shifts the financial responsibility from the seller to the buyer, similar to the structure used by platforms like Vinted.

While the selling process is free for most casual users, certain costs remain. Sellers may still face fees for exceeding the 150-listing monthly limit, optional features like subtitles or reserve prices, and international transaction fees if the buyer is located outside the Eurozone or Sweden. The new rules also apply to listings published before September 1, provided the sale is completed after the effective date.
