EBRD expands war-risk insurance and liquidity support for Ukraine
The European Bank for Reconstruction and Development (EBRD) is expanding financial and insurance support for Ukraine to mitigate the impact of ongoing conflict on critical infrastructure and businesses.
As part of its war-risk insurance scheme, the Ukraine Recovery and Reconstruction Guarantee Facility (URGF) is increasing its capacity from €110 million to €150 million. This expansion follows the exhaustion of initial funds due to high demand. The updated coverage, managed alongside broker Aon, will now include the transport and storage of gas-related assets and goods held in warehouses, in addition to existing coverage for inland cargo, motor vehicles, and railway rolling stock. The facility is backed by the European Union's Ukraine Investment Framework and provides guarantees to global reinsurer MS Amlin.
Separately, the EBRD has approved a modification to a €180 million loan for the Ukrainian state railway operator, Ukrzaliznytsia. Up to €130 million of these funds, originally intended for natural gas-powered energy production, will now be redirected toward urgent liquidity needs. This capital is intended to support critical maintenance, repair damaged infrastructure, and ensure the continuity of passenger and freight transport services.
