ECOWAS plans digital transition for Brown Card insurance by 2027
The ECOWAS Brown Card Bureau is preparing to transition its regional automobile insurance system to a digital format by January 2027. This reform was a primary focus of the 42nd General Assembly of the Council of Bureaus held in Dakar, Senegal, which brought together approximately 200 delegates from national bureaus, insurance companies, and regulatory authorities.
Established in 1982, the Brown Card system ensures compensation for victims of road accidents involving foreign vehicles traveling within West Africa. While the system facilitated over 1.6 billion CFA francs in cross-border claims during the first half of 2026, it has faced challenges including long reimbursement delays and difficulties verifying paper certificates.
The digital shift aims to enable faster border controls, reduce fraud, and improve claims management. The reform strategy includes six key pillars: governance, legal harmonization, digital transformation, claims management, financial viability, and the role of the Card in regional integration. This modernization comes at a critical time for regional free movement as several countries consider withdrawing from ECOWAS.
