The Ecuadorian National Assembly has approved comprehensive reforms to the Organic Law of Land Transport, Traffic, and Road Safety. The legislative package, which passed with 87 votes, aims to modernize the mobility system, combat organized crime, and enhance road safety.

Key provisions include the creation of a National Delivery Registry, which the National Transit Agency (ANT) must implement within one year. While the registry will identify delivery riders and their vehicles, legislators rejected a proposal to fine motorcyclists for failing to register. New safety requirements for delivery personnel include the use of homologated helmets and reflective vests.

The reform also introduces a mandatory Electronic Vehicle Identification Device to assist in automated vehicle control and security. Additionally, the law establishes new regulations for micromobility, such as electric scooters and motorcycles, and implements a unified national toll system.

To combat corruption, the law empowers the ANT to evaluate municipal transit management and temporarily suspend local competencies if irregularities in registration or technical inspections are detected. Furthermore, the reform prohibits private companies from receiving a percentage of revenue from traffic fines and requires speed cameras to be clearly signaled at least 500 meters in advance. The National Police will now oversee the training of civil transit agents.
