The decree, which includes provinces such as Guayas, Manabí, and Pichincha, suspends the inviolability of domicile and correspondence, allowing the National Police and Armed Forces to conduct immediate searches when criminal activity is suspected.

Additionally, a nighttime curfew has been established for four coastal provinces: El Oro, Guayas, Los Ríos, and Manabí. This curfew will run from 00:00 to 05:00 between September 17 and September 30. The government justified these measures based on intelligence reports indicating that criminal groups are diversifying their illicit funding sources and adapting to standard police tactics.

In response to the security situation, the Ministry of Public Health has also intensified inspections of medical facilities to ensure the supply of medicines and infrastructure stability. Meanwhile, in Guayaquil, municipal services such as waste collection and airport operations are expected to maintain their regular schedules despite the curfew restrictions.
