Gilberto Loya leads first border‑violence protocol meeting at Mexico’s Torre Centinela

Mexico’s state Secretary of Public Security, Gilberto Loya Chávez, chaired the inaugural meeting of the Border Violence Protocol at the Torre Centinela facility. The session, the first held inside the complex, gathered Mexican agencies—including the State Public Security Secretariat, the Federal Investigation Agency, the National Migration Institute, the Mexican Army and customs—alongside U.S. officials from the Border Patrol, the Office of Field Operations and the Mexican Consulate in El Paso. Loya emphasized the need for coordinated binational action, stating, “La cooperación binacional es clave para contener a los generadores de violencia.” The participants reviewed recent security outcomes and discussed adjustments to joint surveillance and intelligence efforts aimed at keeping the border safe and reducing criminal activity.

The meeting also featured a tour of Torre Centinela’s operational and tactical areas to showcase the technology‑driven approach Mexico is employing for rapid, intelligence‑led responses.
