Ecuador updates health sector labor regimes and tax reporting rules

Ecuador has implemented several administrative changes regarding labor regimes and tax reporting. The Ministry of Education, Sport, and Culture approved a change in the labor regime for 12 health professional positions. These roles will transition from the general regime of the Organic Law of Public Service (LOSEP) to the special regime established by the Organic Law of the Sanitary Career (LOCS). This change includes three permanent appointments, one provisional appointment, and eight occasional service contracts. This transition does not automatically grant permanent entry into the sanitary career, as professionals must still meet specific legal conditions for that stage.

Additionally, the Internal Revenue Service (SRI) has announced that employees in dependent relationships will have an opportunity in September 2026 to update their projected personal expenses. This allows workers to adjust their income tax withholdings if there have been changes in their estimated expenses, family dependents, or income. By submitting a new form to their employer, workers can ensure that future monthly tax retentions are recalculated to reflect their current financial situation, such as increased costs in health, housing, or education.
