Peru advances mining reforms and unblocks Marcona port project

Peru is implementing significant regulatory and infrastructure reforms to bolster its mining sector and energy transition. The Ministry of Energy and Mines (Minem) plans to modify or reduce approximately 50% of its current processes to accelerate investment. This includes identifying 27 permits for elimination and simplifying others through automatic approval to reduce red tape for projects, particularly in copper, which makes up 70% of the country's $64 billion mining pipeline. The government aims to increase annual copper production by 1 million metric tons within the next 5 to 6 years.

In terms of infrastructure, a land agreement between ProInversión and Shougang Hierro Perú has unblocked the US$404.8 million San Juan de Marcona port project. Shougang has committed not to exercise mining rights within the project area, allowing the terminal, run by China's Jinzhao group, to proceed with engineering and construction.

Additionally, mining investments in Peru rose by 43% in the first half of 2026. The country is also positioning itself to meet rising global demand for critical minerals driven by the expansion of data centers, which are projected to consume 1,200 TWh of electricity by 2035. Regionally, Peru has reaffirmed its commitment to Andean electrical integration through the Declaration of Bogotá, aiming to develop a regional electricity market.
