ED Director emphasizes complete asset recovery at ARIN-AP meeting

At the 11th Annual General Meeting of the Asset Recovery Interagency Network-Asia Pacific (ARIN-AP) in New Delhi, Enforcement Directorate (ED) Director Rahul Navin emphasized that asset recovery must be a complete process. He stated that the goal should move beyond mere tracing to the actual return of assets to victims or the exchequer.

Navin highlighted the importance of effective asset management to prevent value loss between restraint and confiscation. He also noted the need for rapid cooperation in tracing virtual assets through blockchain analytics and the coordination of informal cooperation with formal requests.

Additionally, the Director noted that recent revisions to Financial Action Task Force (FATF) Recommendations 4 and 38 will influence how confiscation regimes are assessed in upcoming mutual evaluations. During the meeting, India handed over the ARIN-AP presidency to Singapore for 2027.
