EdTech implementation challenges and procurement strategies

The implementation of educational technology (EdTech) faces significant challenges during the transition from controlled pilot programs to large-scale institutional use. While products may perform well in small trials with high levels of vendor support and manual data cleaning, these favorable conditions often vanish during district-wide rollouts. Issues such as varying hardware quality, teacher workload, and technical support gaps frequently lead to failure.

Data from UNESCO’s 2023 Global Education Monitoring Report highlights the scale of this issue, noting that in the U.S., an average of 67% of education software licenses went unused, with 98% not being used intensively. Effective procurement requires moving beyond feature lists to focus on integration capabilities with existing systems like SIS or HRIS, scalability, and the responsible implementation of AI.

Successful EdTech adoption depends on a provider's ability to handle complex workflows, ensure data privacy, and integrate seamlessly into the existing organizational ecosystem rather than simply providing a standalone platform.
