In a video shared on social media, he argued that the current mandate is an excessive state imposition and suggested that Brazil should adopt a model similar to that used in Texas, United States.

Bolsonaro noted that in Texas, he was able to sign a sworn statement to exempt his daughter from mandatory vaccinations for school enrollment, a process he described as an exercise of parental freedom. He criticized the Brazilian government, specifically President Luiz Inácio Lula da Silva, asserting that the state mandates vaccination but lacks accountability should side effects occur. He further claimed that vaccine manufacturers were exempted from liability during the pandemic.
