Vietnam Education Minister addresses teacher shortages and textbook supply issues

During a National Assembly hearing, Minister of Education and Training Hoang Minh Son addressed several critical issues facing the Vietnamese education sector. A primary concern is a significant teacher shortage, with the country lacking approximately 104,500 teachers across preschool and general education levels, most notably in secondary schools.

Regarding textbook supply, the Minister admitted that inaccurate demand forecasting led to localized shortages for the 2026-2027 school year. To prevent recurrence, the Prime Minister has directed the mobilization of all resources to ensure sufficient supply. Additionally, a report on textbook review and improvement is due by December 2026.

On academic policy, the Minister announced that starting in 2028, each university major will utilize only one admission method. The Ministry is also working to stabilize the high school graduation exam while proposing a roadmap for computer-based testing. Furthermore, the Ministry is implementing a program to prioritize genuine quality over academic achievement metrics to combat the 'achievement disease' in schools.
