Education Syndicate warns against performance-based school funding
The Education Syndicate has issued a position criticizing proposals to link school funding to academic results, calling such a move a 'risky decision.'
Dr. Yulian Petrov, chairman of the Syndicate under the Podkrepa trade union, noted that the current delegated budget model has evolved beyond the simple 'money follows the student' principle. While student numbers remain the primary factor at approximately 70%, the budget also accounts for the number of classes and the physical school environment. The Syndicate has repeatedly proposed adding the number of teachers as a third component for funding.
Petrov argued against performance-based funding due to the lack of unified quality criteria and the fact that academic results depend on factors beyond teacher control, such as student motivation and parental involvement. He warned that tying budgets to results could trigger grade inflation and noted that the current system, established after the 2007 teacher strikes, allowed school directors more control over remaining funds compared to previous municipal management.
