Mexico to consult teachers on dissolving Usicamm
Mexico’s Secretary of Public Education, Mario Delgado Carrillo, has announced a national consultation for teachers to decide on the dissolution of the Unit for the System for the Career of Teachers and School Staff (Usicamm). The consultation is scheduled for Friday, October 30, during the Second Ordinary Session of the School Technical Council for the 2026-2027 school year.
The process aims to fulfill a commitment by President Claudia Sheinbaum Pardo to transform the teacher career system. The consultation will utilize a hybrid format where educators complete a diagnostic questionnaire on a digital platform, which is then printed and submitted at their respective schools. To ensure legitimacy and transparency, the National Association of Universities and Higher Education Institutions (ANUIES) will deploy 2,200 university professors as external observers across 1,105 schools.
Results from this exercise will guide a formal reform expected to be presented by the Executive branch in November. The Secretary of Public Education has called upon state educational authorities to promote active participation among the teaching workforce to ensure the reform reflects national expectations.
