Egypt develops national plan to implement Amman-Berlin Declaration for disability rights

Egypt's Ministry of Social Solidarity held its first coordination meeting to develop a national framework for implementing the principles of the ‘Amman-Berlin Declaration’ regarding persons with disabilities. The meeting aimed to establish an executive plan that aligns with the Egyptian National Strategy for the Empowerment of Persons with Disabilities 2026–2030 and Egypt Vision 2030.

Key proposals discussed include a ‘15% for 15%’ principle, which would require donor agencies and development cooperation programs to allocate 15% of their budgets to disability issues. The initiative also focuses on ensuring universal accessibility, full digital access to electronic platforms, and the provision of assistive technologies. There is a specific emphasis on supporting women, youth, children, and the elderly with disabilities.

To ensure effective implementation and transition from legislative frameworks to field execution, officials proposed the creation of a ‘National Observatory’ and digital monitoring tools. The goal is to move beyond treating persons with disabilities as mere service beneficiaries, instead empowering them as active partners and decision-makers in designing and evaluating developmental programs.
