Egypt implements new measures to secure mobile line registration

Egypt's National Telecommunications Regulatory Authority (NTRA) and the House of Representatives are implementing new measures to address the issue of mobile phone lines being registered in citizens' names without their knowledge.

MP Ahmed Badawy, head of the Communications and Information Technology Committee, noted that while previous measures—such as restricting sales to company branches and requiring call center activation—have reduced the number of illegal lines, the problem persists. The push for stricter governance is driven by the need to combat cybercrimes linked to mobile numbers and to adapt to digital transformation.

To enhance security, the NTRA is working to expand identity verification processes, which may include biometric verification systems. The authority clarified that citizens are not legally responsible for actions committed using a line if it can be proven they did not possess or control that line.
