Egypt to launch 5,000 rent‑to‑own housing units in 25 cities

Egypt’s Ministry of Housing, Utilities and Urban Communities announced that it will launch around 5,000 fully completed housing units under a rent‑to‑own scheme across 25 new cities within the next month. Minister Randa El‑Menshawy said the programme aims to diversify housing options, provide affordable flexible solutions and make better use of completed assets.

The units, varying in size, will be allocated through a public lottery. Applicants must apply in the governorate shown on their national ID card, but may request the nearest city if none are available in their home governorate. Eligibility requires ages 21‑45, legal capacity to contract, no prior ownership of a housing unit or land, and income limits that match the rent. A 20‑year lease‑to‑own period will require monthly rent and maintenance payments.

Five percent of the units are reserved for persons with disabilities to promote inclusion. Deputy Minister Walid Abbas emphasized transparency and equal opportunity in the allocation process. The initiative is part of a broader vision to develop Egypt’s rental housing system and expand affordable home‑ownership alternatives.
