Egypt launches new private sector labor regulations
Egypt's Minister of Labor, Hassan Raddad, has launched the general rules for work organization within private sector companies. These regulations serve as an executive decision for Labor Law No. 14 of 2025.
The new framework aims to balance the rights of workers with the interests of employers and investors. Key provisions include the protection of wages, the prohibition of discrimination, and the regulation of leaves, training, and disciplinary actions. Notably, the rules strictly prohibit forced labor, the seizure of workers' passports or national ID cards, and any restrictions on freedom of movement. The regulations also include measures to combat harassment, bullying, and violence in the workplace.
Developed in consultation with the Supreme Council for Social Dialogue—which includes representatives from the government, employers, and workers—the rules are designed to provide a standardized framework for establishments with 10 or more employees. Rather than a single rigid model, the rules offer a standard framework that allows companies to tailor their internal regulations to their specific business activities and technological needs.
