Egypt Ministry of Higher Education announces 2026 university transfer rules

The Egyptian Ministry of Higher Education and Scientific Research has outlined the rules for the 2026 university transfer process, known as 'reducing alienation.' This process allows high school graduates, including those in the third stage of coordination and second-round exam takers, to transfer to institutions closer to their place of residence.

There are three primary types of transfers:

1. Similar Transfers: Moving between colleges of the same specialization within the student's geographic zone A. Students do not need to meet the minimum grade requirement for the target college, but transfers are limited to 10% of the college's capacity.

2. Dissimilar Transfers: Moving to a college with a different specialization. This requires the student to meet the minimum admission requirements for the target college and follow geographic distribution rules.

3. Institute Transfers: Moving between accredited higher or private institutes, either for the same or different specializations, provided the student meets the minimum admission criteria for the new institute.
