Egypt to reduce electricity bills for coded meters by 30%

The Egyptian government is implementing a 30% reduction in electricity bills for owners of “coded meters” installed prior to August 2024. This initiative, announced by Prime Minister Mostafa Madbouly during the “Egypt Forum 2026,” provides a six-month grace period for residents in informal or unregistered housing units to regularize their legal status.

Under the new mechanism, the cost per kilowatt-hour will decrease from 2.74 EGP to 1.92 EGP. The Ministry of Electricity and Renewable Energy confirmed that the discount will be applied automatically during the next meter top-ups once the executive decision is finalized.

Coded meters are prepaid devices installed in unauthorized or unlicensed buildings to replace the “practice system,” which relies on estimated consumption. While these meters ensure accurate billing for energy used, they do not grant legal status to the property. The government aims to use these concessions to encourage the integration of informal properties into the official utility grid and curb unregulated connections.
