Egypt proposes building reconciliation law amendments
Proposed amendments to the building violations reconciliation law in Egypt aim to address several administrative and practical challenges faced by citizens. A key focus of the changes is to allow holders of ‘Model 8’ to complete construction work on floors where reconciliation was previously limited to the existing status at the time of application. This right would be granted provided that the reconciliation was based on columns or walls and that technical regulations ensuring structural safety are met.
To ease the financial burden on vulnerable groups, the amendments propose a 50% discount on reconciliation fees for holders of ‘Takaful and Karama’ cards and irregular workers. The proposals also seek to establish controls for reconciling garage violations and other building issues.
Hani Shehata, a member of the House of Representatives Housing Committee, noted that approximately 300,000 applications remain pending. While the Ministry of Local Development reported an 87% completion rate—having processed 1.751 million out of 2.007 million applications—Shehata emphasized that the true challenge lies in the number of citizens who refrained from applying due to doubts regarding the practical benefits of the current reconciliation process.
