Egypt unveils 2026/27 development plan with higher health and education spending

Egypt's 2026/27 economic and social development plan targets a total investment of about 3.7 trillion Egyptian pounds, split roughly 59 % private and 41 % public. The plan emphasizes increased public services, allocating a 25 % rise in health budget and an 11‑12 % boost for pre‑university and higher education funding. Water, sanitation and housing sectors receive 22 % and 21 % increases respectively.

The government projects a modest growth rate of 4.8‑5.2 % for the next fiscal year, aiming to reach 6.2‑6.8 % by 2029‑30. Minister of Planning Ahmed Rustom highlighted that the plan incorporates scenario modeling for geopolitical shocks, energy and food price spikes. Structural reforms include performance‑based project monitoring, linking disbursements to on‑ground progress, digital governance linking finance, planning and the national investment bank, and a training programme for project teams.

Health initiatives feature the second phase of the comprehensive health insurance rollout, extending coverage to over 17 million citizens by 2030. Rural development receives 600 million pounds annually for 367 projects, primarily road paving, school and clinic construction, and expanded gas and internet networks.
