Egyptian Planning Minister Ahmed Rustom outlines 2026‑27 economic and social development plan

Planning Minister Dr. Ahmed Rustom presented Egypt’s fiscal 2026/27 development plan and the medium‑term strategy through 2029/30 to the Senate. He described the plan as a "building the human" programme aimed at expanding education, health and basic services while sustaining economic growth. The plan targets a conservative growth rate of 4.8‑5.2% for the next year, rising to 6.2‑6.8% by 2029/30, and foresees total investments of about 3.7 trillion Egyptian pounds, with 41% public and 59% private funding.

The minister announced a suite of new governance measures – performance indicators for projects, linking cash flows to actual progress, a digital triple‑gate system linking the finance, planning and investment banks, and enhanced training for staff. Social spending will rise sharply, with health allocations up 25% and education funding increased by 11‑12% across pre‑university, technical and higher‑education sectors. The second phase of the universal health insurance scheme will launch in six new governorates, extending coverage to more than 17 million people by 2030, while village infrastructure projects – roads, gas and internet – receive annual funding of 600 million pounds.
