Egypt's Finance Ministry Calls Budget Public Property, Cites Transparency Gains

Minister of Finance Ahmed Koko said the state budget is "the people's property" and emphasized the government's effort to deepen public participation and improve financial disclosure. He outlined new measures to institutionalise transparency, simplify financial data and coordinate with parliament, the auditor‑general and other state bodies.

The ministry highlighted that Egypt rose ten places in the International Budget Partnership’s 2025 transparency index, reaching 59 out of 100 points and ranking tenth globally, first in the Middle East, and eighth worldwide in participatory budgeting. Scores for budget oversight and citizen participation have also climbed sharply since 2015, reflecting expanded use of the participatory budgeting model in provinces such as Alexandria, Fayoum and Beni Suef.
