EIB says EU cannot give Ukraine a full guarantee of EU membership

Kristina Mikulova, head of the European Investment Bank’s regional office for Eastern Europe, told EUobserver that the European Union is currently unable to provide Ukraine with a full guarantee of future EU accession. She said the EU can offer a "reasonable degree of confidence" but cannot promise that Ukraine will become a full member in the short‑ or medium‑term. Mikulova added that a clear EU membership prospect is important for maintaining Ukraine’s unity after the war and territorial losses.

Mikulova has led the EIB’s Ukraine branch for almost six months, previously working in Lebanon and completing a doctorate on Ukraine while at Oxford. Her comments reflect the EU’s cautious stance on Ukraine’s path toward membership amid ongoing conflict.
