Spain to allocate 11 GW of grid capacity for renewables and storage

Spain's Ministry for the Ecological Transition and the Demographic Challenge (MITECO) is initiating a process to allocate up to 11 GW of grid access capacity for renewable energy and storage projects. This initiative targets transition nodes in five autonomous communities, including Galicia, Andalusia, Asturias, Castilla y León, and Castilla-La Mancha, to support areas affected by the closure of coal and nuclear plants.

The Institute for Just Transition (ITJ) has proposed two distinct allocation methods. For 15 nodes, an agile ‘simple concurrence’ procedure will be used, where capacity is awarded based on the order of application receipt. For the Guardo 220kV and Velilla 400kV nodes in Palencia, a competitive tender will be implemented due to high interest in pumped hydro energy storage projects.

Access to the grid will be conditional upon developers meeting specific socio-economic commitments to the affected just transition areas and complying with environmental assessments. Public consultations to define the regulatory framework for these allocations are open until October 8, 2026.
