Brazil's Municipal Association issues guide for El Niño 2026 impacts
The Associação Brasileira de Municípios (ABM) released a free guide titled “Guia Prático para Enfrentamento ao Super El Niño e Eventos Climáticos Extremos” to help mayors and municipal technical teams prepare for the upcoming El Niño. Studies by the U.S. National Oceanic and Atmospheric Administration (NOAA) indicate an 81 % chance the phenomenon will reach very‑strong intensity between October and December 2026 and a 97 % chance it will stay active into early 2027.
The guide outlines regional effects: the North and Northeast are expected to face reduced rainfall, drought, lower river levels and higher fire risk; the Center‑West may see intense heat, low humidity and increased Pantanal fires; the Southeast could endure heat spikes, low humidity and irregular rain; the South is at higher risk of persistent storms, flooding, landslides and urban inundation. Recommended actions include mapping risk areas, updating contingency plans, pre‑defining shelters, and organising evacuation, family‑aid and essential‑service continuity.
Experts warn broader consequences. FGV researcher Eduardo Assad says a super‑strong El Niño could cut Brazil’s grain output by up to 10 %. INMET alerts that dengue and chikungunya cases could rise sharply, with projections of up to 1.7 million dengue infections in 2027. Severe rains have already hit Rio Grande do Sul, affecting 206 municipalities and displacing 682 people, while estimated economic losses from extreme weather exceed R$ 3.5 billion.
